Terms of Reference

Title: Environmental Specialist
Proposed contractual arrangements: SSA
Period: 9 Months with possibility of extension
Location: Nicosia, Cyprus
Remuneration: Depending on professional background and experience
Deadline: 11 December 2005


Under the funding of the European Union, the PFF Programme is executed by the United Nations Developoment Programme (UNDP) aiming, as ultimate goal, at contributing to the reconciliation and peace-building process in Cyprus.

More specifically, the PFF aims, inter alia, at raising the socio-economic standards of the Turkish-Cypriot community. In this respect, the implementation of the European guidelines in the area of environmental protection represents a major challenge for the Turkish-Cypriot economy. There is the need to build capacity on the EU Acquis on environmental management systems and sustainable development

Duties description

Under the supervision of the PFF Business Development Adviser (BDA), the Environmental Specialist will be requested to carry out the following duties:

  1. Formulate project proposals addressing the needs of the TC community in the area of environmental protection and sustainable development in accordance with the Acquis;
  2. Monitor the implementation of these proposals once endorsed by the PFF Senior Managers;
  3. Monitor and evaluate project progress and produce the related reports on a monthly basis;
  4. Provide substantive and organizational support for the preparation of seminars and workshops on the various aspects of the Acquis on Natura 2000.
  5. Assist the BDA in the identification of experts, contractors and partner organizations for the undertaking of the activities related to the PFF mandate on environmental-related issues.
  6. Ensure the consistency of the PFF environmental related activities with the EU and UNDP best practices.
  7. Assist the BDA in liaising with PFF stakeholders on environmental related issues
  8. Perform other tasks as required

Qualifications and experience

The candidate should possess an advanced degree in environmental-related studies and related fields. Post-graduate studies would be an asset. Practical work experience in environmental issues is also required, preferably in an international environment, project management and related work. Knowledge of the EU environmental policies and related-Acquis communautaire is a must.

Fluent written and spoken English. Knowledge of Turkish would be an added advantage.
