a candidate to fill the position of
Procurement Specialist

Terms of Reference

Project: UNDP Partnership for the Future: Private Sector Development within the Turkish-Cypriot Community(PSD)

Title: Procurement Specialist

Duty Station: Nicosia, Cyprus

Contract typology: Special Service Agreement on a monthly lump-sum basis

Expect start: As soon as possible

Duration: Initial assignment of five months, renewable

The PSD is part of the initiatives carried out by UNDP and funded by the EU through the Council Regulation No 389/2006, under the Programme “Partnership for the Future (PFF)” which aims, as ultimate goal, at contributing to the peace-building process in Cyprus.
In particular, the PSD focuses on:
  • Assisting selected Turkish-Cypriot MSMEs in setting up facilities for the development of e-commerce platforms in line with the objectives of the Lisbon agenda;
  • Enhancing the capacity of the TC agro-based SMEs and farmers to comply with EU food hygiene and phyto-sanitary standards;
  • Assisting Turkish-Cypriot MSMEs, on a pilot basis, in achieving and implementing quality, environmental and social standards;
  • Strengthening the Turkish-Cypriot private sector through targeted capacity-building programmes enhancing the awareness on the Acquis related issues and business oriented topics relevant for their integration into the EU market
Key results:
  • Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies;
  • Provision of inputs to preparation of procurement plans for the office;
  • Support to organization of procurement processes including preparation of RFQs, ITBs or RFPs documents, receipt of quotations, bids or proposals, their preliminary evaluation;
  • Preparation of Purchase orders and contracts in and outside Atlas, preparation of Recurring Purchase orders for contracting of services, vendor creation in Atlas, maintenance of the filing system in the procurement Unit;
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems;
  • Ensures proper control of office assets, implementation of inventory and physical verification;

Secondary Education with specialized training in procurement. University Degree in Business or Public Administration would be desirable, but it is not a requirement.

3 to 5 years of relevant administrative experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems, experience in handling of web based management systems.

Fluent written and spoken English and Turkish a must. Knowledge of other languages an advantage

Reporting line:
The procurement specialist is expected to report to the Programme Manager.

Special requirements:
The procurement specialist is expected to carry out his/her duties from the UNDP-PFF office.

Deadline for submitting applications: 24 March 2009. Applicants are supposed to submit a CV, a motivation letter as well as an indication of their proposed monthly lump-sum

UNDP will approach qualified and short-listed applicants for the price quotation. This price quotation should indicate the requested monthly lump-sum for the work described in this TOR.
