II. Organizational Context
The UNDP Partnership for the Future Programme, funded by the European Union, aims at contributing to the peace building process in Cyprus through different levels of intervention ranging from Urban Infrastructure and Rehabilitation to assistance to small and medium sized enterprises.

The purpose of the programme is to upgrade the living environment through infrastructure/urban revitalisation projects. More specifically, this will be addressed through improving infrastructure and to support the urban upgrading and revitalisation of major towns and minor town/villages in the northern part of Cyprus. The UNDP Partnership for the Future Programme is executing various projects in the field of restoration / reuse / urban upgrading.

Under the overall supervision of the UNDP Partnership for the Future Programme Manager, the Site Manager will report to the Technical Officer. He/She shall provide daily supervision of the urban upgrade and rehabilitation, restoration projects and construction activities, shall liaise regularly with project staff to ensure smooth support for the project and shall be accountable for the following tasks and responsibilities:

III. Functions / Key Results Expected
  • Act as "engineer representative " for the contracts executed directly by the UNDP/PFF ,
  • Review and verify the project plans to ensure the technical soundness of the design, if requested,
  • Ensure health and safety on site,
  • Provide daily / weekly on-site supervision of work progress,
  • Check and approve material and equipment incorporated in the works, ensuring compliance with designs, specification and safety regulations,
  • Approve the quality of workmanship pertaining to all construction activities required by the project design/plan,
  • Provide written instructions for corrective action and guidance to the contractors and sub-contractors,
  • Monitor, measure, and record the executed works against payment request submitted by the contractor,
  • Verify the technical quality and cost effectiveness of works undertaken, supervise all tests required by the specifications and review their results,
  • Coordinate with the counterpart and the contractor for the timely and smooth implementation of the project,
  • Supervise technical site team as assigned.
Administrative Tasks
Maintain a filing system for all site memos and instructions, measured quantities of work and material on site, reports and other documents and correspondence pertaining to the construction activities,
Prepare daily supervision reports, as well as weekly progress and financial reports as required by UNDP PFF;
Study and provide a written report on any contractor claim and/or variation orders
Prepare written snag lists for final project checking prior to handover
Prepare and manage a proper handover process and completion certificate;
Perform relevant duties as assigned.

V. Qualifications
University Degree in Civil Engineering/Architecture from an accredited university;
Registration with the relevant professional chambers or associations;
Proven minimum of five years of field experience in similar projects with focus on rehabilitation/urban upgrading/infrastructure;
Language Requirements:
Good command of English language in reading and writing;
Knowledge of Turkish language will be an asset;
Other requirements:
High proficiency with computers in particular MS Word, MS Excel, MS Outlook;
Knowledge of UNDP procedures and operations will be an asset;
Preferably EU citizen
