Monitoring Associate (Architect)

II. Organizational Context
The UNDP Partnership for the Future Programme, funded by the European Union, aims at contributing to the peace building process in Cyprus through different levels of intervention ranging from Urban Infrastructure and Rehabilitation to assistance to small and medium sized enterprises.

The purpose of programme is to upgrade the living environment through infrastructure/urban revitalisation projects. More specifically, this will be addressed through improving infrastructure and to support the urban upgrading and revitalisation of major towns and minor town/villages in the northern part of Cyprus. The UNDP Partnership for the Future Programme is executing various projects in the field of restoration / reuse / urban upgrading.

The Civil Works Monitoring Associate (Architect) will support in the implementation and monitoring of activities for the Upgrading of local and urban infrastructure – Part 1 & 2 in Cyprus.

The incumbent reports to the Programme Manager for guidance and direction on non-routine issues. Incumbent may take decisions based on clearly established authority and guidelines.



III. Functions / Key Results Expected

  • Assisting for an effective and efficient administration / monitoring to ensure projects are delivered as planned within allocation and in accordance with rules and regulations
Procurement and administrative support

1. Key results: Assisting for an effective and efficient administration to ensure projects are delivered as planned within allocation and in accordance with rules and regulations.
Under the direct supervision of the Programme Manager, the Civil Works monitoring Associate will perform the following tasks:
  • Assisting the Programme Manager in the design and implementation of projects
  • Providing the necessary administrative support on ad-hoc project topics
  • Assisting in the preparation of Invitations to Bid or Requests for Quotations, Terms of Reference as required by the project activity and as assigned by the Programme Manager.
  • Talking part to evaluation process, when requested by the Programme Manager
Project Implementation

2. Key Result: Supporting an effective and efficient delivery of project services meeting client needs and ensuring that performance of the contractors are in accordance with contractual terms and conditions.
  • Checking and provide feedback to Programme Manager on submissions of contractors for works and services
  • Coordinating with beneficiary technical teams during the design and implementation of the projects
  • Supporting the review of Technical Specifications, BoQ and Drawings submitted by contractors
  • Supports Programme Manager in monitoring the supervision team assigned for the construction works for projects assigned, including technical reports, measurement of works, variations, snag list etc.
  • Supports Programme Manager in monitoring the works contracts (as assigned by the Programme Manager) on site are carried out by the supervision team, according on compliance to standards, rules and procedures in accordance to contract, drawings, technical specifications
  • Ensuring that the supervision team completed the necessary testing of completed works before they are covered by the contractor and necessary tests have been obtained
  • Ensuring that health and safety measures are monitored on regular basis by assigned staff
  • Carrying out the necessary project site visits
  • Assisting in administering contracts and consultants as assigned by the Programme Manager
  • Review and certify claims based on contract terms for project assigned.
  • Informing the Programme Manager of any problem which may arise on project implementation
  • Ensuring that all necessary documents/ certificates/testing/ photos etc of each contract are filed according to requirements
  • Ensuring appropriate filing of projects and supporting documentation as per UNDP/EU requirement and maintain library of project information for future analysis and dissemination
  • Preparing period monitoring reports for project assigned in the format that will be given by the Programme Manager
  • Any other duties that may be assigned by the Programme Manager


IV. Impact of Results
The key results have an impact on the efficiency of the unit. Accurate analysis and presentation of information, thoroughly researched and fully documented work strengthens the capacity of the office and facilitates subsequent action by the supervisor. Incumbent’s own initiative is decisive in results of work and timely finalization.

VI. Recruitment Qualifications
Education:
BA degree in Architecture from accredited university


Registration with the relevant professional chambers or associations


Experience:
At least 3 years working experience in assisting/the preparation/ monitoring the implementation of architectural projects or closely related field experience in similar projects with focus on urban upgrading;


High proficiency with computers in particular Autocad / MS Word/ MS Excel/MS Outlook;


UNDP experience would be an advantage


Familiarity with the GC/ TC working environment

Language Requirements:
Knowledge of English as well as of Turkish and/or Greek
Other requirements:
Vacancy is open to individuals with valid local work permit
