Current status :
The UNDP Partnership for the Future Programme, funded by the European Union, aims at contributing to the peace building process in Cyprus through different levels of intervention ranging from Urban Infrastructure and Rehabilitation to assistance to small and medium sized enterprises.

The purpose is to upgrade the living environment through infrastructure/urban revitalisation projects. More specifically, this will be addressed through improving infrastructure and to support the urban upgrading and revitalisation of major towns and minor towns/villages in the northern part of Cyprus.

The UNDP Partnership for the Future Programme is executing various projects in the field of restoration /reuse /urban upgrading.


Description of Responsibilities:

The Senior Technical Officer (Civil Engineer) supports the formulation, implementation and monitoring of activities for the Upgrading of local and urban infrastructure – Part 1 & 2 in Cyprus . The incumbent reports to the Programme Manger for guidance and direction on non-routine issues. Incumbent may take decisions based on clearly established authority and guidelines.

Project development and management

Key Result: Timely monitoring, evaluation of and reporting on project progress to facilitate management review and decision making.

Programme Development:

  • Identify projects / studies and activities that meet programme objectives and strategies, including monitoring/assessment of project proposals to be submitted to the Project Committee.
  • Participate in program planning and development meetings, draft minutes, external communications/report and other internal reports on projects administered.
  • Undertake visits to projects to monitor progress, evaluate status, resolve issues and/or preempt problems. Meet with project partners to exchange information. Report to the Programme Manager and other internal partners' critical issues.
  • Follow up on outstanding issues and project plans to ensure achievement of objectives. Consult and/or keep supervisor informed.

Procurement and administrative support

Key results: Effective and efficient administration of procurement and other administrative services to ensure projects are delivered as planned within allocation and in accordance with rules and regulations. Under the direct supervision of the Programme Manager, the Senior Technical Officer will perform the following tasks:

  • Support the Programme Manager in the formulation and implementation of projects
  • Prepare and ensure timely provision of narrative and financial reports for management and HQ as requested by the Programme Manager and provide follow up action
  • Prepare minutes of meetings, external communications for the signature of the Programme Manager and drafts internal reports
  • Highlight and follow up on issues with the Programme on actions needed to ensure achievement of project objectives

Project Procurement

  • Manage the procurement process according to UNDP/EU framework Agreement including the preparation of Requests for Proposals, Invitations to Bid or Requests for Quotations, Terms of Reference as required by the project activity and as assigned by the Programme Manager. Check funding prior and confirm compliance with organizational rules and regulations.

Project Implementation

Key Result: Effective and efficient delivery of project services meeting client needs.
  • Monitor implementation of projects ensuring compliance to standards, rules and procedures in accordance with Project Document, the Project Fiche and Project Committee decisions.
  • Provide support, advice and guidance to consultants assigned to the projects on project implementation modalities
  • Administer and monitor contracts and consultants as assigned by the Programme Manager
  • Act as ‘engineer' of the contracts which are executed directly by the UNDP/PFF.
  • Monitoring that the works/ activities carried out are in accordance with Contract drawings and specifications
  • Monitoring that completed works are checked and tested before they are covered by the contractor
  • Informing the supervisor of any problem which may arise on project implementation
  • Prepare draft memoranda of understanding and agreements, terms of reference for consultants and service contracts as assigned by the Programme Manager. Review and certify claims based on contract terms.
  • Assess consultants' performance to ensure service requirements met. Review and certify claims based on contract terms.
  • Administer the inventory of project equipment (if required).
  • Ensure appropriate filing of projects and supporting documentation as per UNDP/EU requirement and maintain library of project information for future analysis and dissemination
  • Any other duties that may be assigned by the Programme Manager

  • Familiarity with UNDP Regulations, Rules, policies, procedures and practices.
  • Good knowledge of various MS office applications (Excel, Word) and other IT software applications.
  • Familiarity with the GC/ TC working environment


Required Skills and Experience:
  • Master degree in Civil Engineering from an accredited university and two years of working experience in Engineering or closely related field or B.Sc degree and at least five years of working experience;
  • Experience in similar projects with focus on restoration/urban upgrading;
  • Registration with the relevant professional chambers or associations;


Other Requirements:
  • Good command of English in reading and writing;
  • Knowledge of Turkish will be an asset.
  • High proficiency with computers in particular MS Word, MS Excel, MS Outlook;
  • Knowledge of UNDP procedures and operations will be an asset;
