TERMS OF REFERENCE
Supervision engineer for the 2 water projects at different locations
in northern part of Cyprus

1. Scope of Work

There will two concurrent projects that will be supervised by the engineer.
One project will be the construction of HDPE pipeline from the water source north of the village to the reservoir in the village of Kalavac/Kalivakia.
The other project will be the construction of HDPE water pipe network from the village reservoir to some sections in the village of Hisarkoy/Kampyli.
2.1 General
This assignment of the engineer is to supervise the works and ensure that the executed works are carried out in accordance with the quality and standards required.
2.2 Specific duties
  • The engineer will undertake daily supervision of the works and ensure that the workplan is met. Each project site must be supervised every day.
  • The engineer will ensure that the health and safety items are completely met and implemented throughout the duration of the works.
  • The engineer will control and each and every work items and either accept or reject the works.
  • The engineer will measure the quantities of works done and prepare payment certificates for payments due to the contractor.
  • The engineer will ensure that the contractor restores and cleans up the works areas and any other area where the contractor uses.
  • The engineer will carry out the provisional acceptance of the project and will issue the certificate of provisional acceptance.
  • The engineer will keep daily records of the site activities as well as his activities.
  • Instruction to be authorised by UNDP PFF for any works and/or for any variation.
  • The engineer will compile a final report of all the activities including sketches and pictures.
2.3 Timelines and activities
The engineer is expected to commence his/her assignment at least 2 days before the contractors enter on site and will continue to work throughout the completion and the provisional acceptance.
For the purpose of assessment the overall duration of the engineer’s assignment is to be 60 working days and could be extended for another 12 days depending on the progress of the works.
3. Logistics and Timing
3.1 Project location
The activities will be implemented at the project site and at the office of the engineer.
3.2 Commencement date and period of execution
The assignment will commence in April 2008 and shall be completed in September 2008.
3.3 Facilities to be provided by the Contracting Authority and/or other parties
The engineer will work at his own office or on site. No site office will be provided.
Traveling to and from the project sites will be included in the fees, as well as any other incidental and reporting costs.
4. Requirements
4.1 Engineer
These TOR are for one engineer to carry out the activities listed in section 2.2 and 4.3. The engineer must fulfill the following minimum requirement:
- Degree in civil, water, geology, hydrogeology or similar field
- At least 5 years of post education working experience
- At least 3 experiences in water networks construction projects
- Experience in the use of computer software for drawings
- Fluency in English; knowledge of Turkish will be an asset
- Registration with the relevant professional chamber or association
4.2 Office accommodation and Equipment
The consultant will use his/her own computer. If needed the office space will be provided.
4.3 Reporting requirements
The engineer will keep daily records for both projects.
The engineer will approved the payment certificates for payments to the contractor at defined stages and write brief reports in each case.
The engineer will prepare sketches of the project in as built format
The engineer will submit a final report. One hard copy and one electronic version will be required.
5. Submission
Interested qualified engineers can submit their CVs and also list of experiences to the address given in the advert not later than the date specified.
6. Fees
The engineer shall specify an all inclusive daily fee in terms of Euros. This fee will include all expenses of the engineer including traveling to and from the project sites and visits to each project site at least once a day; keeping records and reporting.
